Smart TechOne is the technology and innovation arm of HRL Group and a subsidiary of Habib Rafiq (Pvt) Limited, part of Capital Smart Innovations, one of Pakistan’s established engineering and infrastructure groups. Registered as an STZA Zone Enterprise, the company applies its engineering expertise to the digital layer of the city. Smart TechOne leads digital transformation for Capital Smart City and Lahore Smart City across the full project delivery chain. The company specifies and deploys the sensing and connectivity infrastructure, develops the software that operates on top of it, and manages the Command Centre on a daily basis. Most smart city solution providers focus on a single product line — a meter, camera, parking sensor, or dashboard. As a result, cities can end up managing dozens of disconnected systems. Smart TechOne takes a different approach: it starts with a single platform and selects hardware that fits it.

That platform is ECHO, with a live 4D Digital Twin of the city at its core. Every pole, meter, plot, building, lift, valve, and vehicle exists in the digital twin as an object with its own history, state, and behaviour. Data streams into the model from more than 25 operational modules covering energy, water, sewerage, the environment, buildings, safety, mobility, and urban planning. Because all modules operate within the same model, a single event can trigger multiple systems simultaneously. For example, a fire alarm can open the nearest barrier, recall the lift, send the camera feed to the Command Centre, route the fire vehicle, and notify the relevant block. Operators can replay incidents and simulate actions such as closing a valve or opening a sector before implementing them in practice. ECHO AI uses the same digital twin to provide a seven-day predictive horizon, including demand forecasting, leak and anomaly detection, computer vision, and maintenance prediction. Critically, the city is planned using the same model that operates it, so an approved plot, a landscaped avenue, and a sewer segment remain the same digital record throughout the process — from planning to sensor deployment.

The technology stack is proven and refined in an occupied city before being offered to the next. Each module is commissioned and hardened in live operation at Capital Smart City and Lahore Smart City, operated from the Command Centre and developed at the Silicon Village Incubation Center. Outcomes are measured across revenue assurance, operating costs, public safety, asset lifecycle, and planning integrity, with a target of 99.97% platform availability and support in 7 languages. Smart TechOne is available to municipal authorities, master developers, and public-sector clients as a complete platform or on a module-by-module basis. Its operate-and-support model enables the company’s teams to run the platform rather than simply hand over a system and a manual.
